  • 6/29/09: Chief Legal Counsel, State of Kansas, Kansas Human Rights Commission (full-time unclassified position). Location: Topeka, KS. Agency administers the Kansas Act Against Discrimination, the Kansas Age Discrimination in Employment Act, and Profiling Law. Prevents and eliminates discrimination in employment, housing, public accommodations, and profiling. Duties include representing the Commission, presenting discrimination cases at public hearing, presenting cases before Kansas District Courts and through the appellate process, and daily legal work. Required qualifications are a minimum of 5 years experience in professional legal work following graduation from an accredited school of law, and current license to practice before the Kansas Supreme Court and all inferior courts of the State of Kansas and before the U.S. District Court for the District of Kansas. Preferred qualifications include litigation experience, and experience in the area of discrimination/civil/human rights law and administrative law.   • 6/3/09: The Millennium Challenge Corporation (MCC) seeks a Senior Attorney (International) (MC-0905-03). Salary range: $115,000-150,000. MCC is a United States Government corporation whose mission is to provide assistance that will support economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. This position is located in the Office of General Counsel. The Office of General Counsel (OGC) is responsible for providing advice to MCC's Board of Directors and MCC staff on all legal issues affecting MCC. OGC assists teams from the Departments of Compact Development and Compact Implementation by addressing and resolving issues associated with MCC program development, including evaluating and conducting legal diligence on country proposals, compact negotiation, and compact implementation. OGC uses a team of in-house attorneys as well as outside counsel, where appropriate, to fulfill its mission. OGC attorneys also provide advice to other MCC Departments, such as Administration and Finance, Policy and International Relations, Congressional and Public Affairs and the Office of the Chief Executive Officer on legal issues on an as needed basis. OGC acts as Secretary to the MCC Board and manages MCC's ethics program. MCC was rated in 2007 as one of the top ten places to work in the Federal government by Office of Personnel Management survey. This position is located in the Office of the General Counsel in Washington, D.C. The incumbent of this position will serve as a Senior Attorney (International). Knowledge, Skills, and Abilities (KSAs): 1) Knowledge of international law; 2) Ability to perform in-depth legal research on international agreements and business matters; 3) Ability to communicate ideas in writing, clearly and effectively; 4) Ability to convey analysis and information orally through briefings, consultations and other presentations; 5) Ability to work collaboratively with others from a variety of professional disciplines and assist the group in reaching workable solutions; 6) Ability to work effectively in a high pressure environment; 7) Ability to exercise judgment and discretion and demonstrate a commitment to the highest standards of personal and organizational integrity; 8) Knowledge of the laws, regulations, and guidelines pertaining to international agreements, grants, aid, and treaties. Minimum Qualification Requirements: Applicants must possess JD or LLB and be an active member of the Bar in good standing (any jurisdiction). Specialized Experience: Applicants must have 2-5 years of post-JD experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.   • 5/29/09: The United States Department of Justice, Civil Division, Torts Branch, is seeking an experienced attorney for a position in the Office of Vaccine Litigation, located in Washington, D.C. Trial attorneys in the Vaccine Litigation Group represent the interests of the Secretary of the Department of Health and Human Services in all cases filed in the U.S. Court of Federal Claims under the National Childhood Vaccine Injury Act. The cases involve claims of injury as a result of the receipt of certain vaccines. Responsibilities and Opportunity offered: The position offers a unique experience in public service. The legal and medical issues at stake in each case vary greatly. Attorneys in the section independently manage heavy case loads, and while streamlined procedures are utilized, cases frequently involve complex liability and damages issues. The position involves significant trial practice. Vaccine staff attorneys are obliged to ensure that the Vaccine Trust Fund, from which damage awards are paid, is protected and, where eligibility criteria are met, that fair compensation is distributed to those whom Congress has intended. Attorneys appear frequently before the Office of Special Masters in the United States Court of Federal Claims, and also appear before the judges of the Court, as well as in the United States Court of Appeals for the Federal Circuit when handling appeals. The ideal candidate will enjoy working independently and as part of a team, feel comfortable in a courtroom setting, and enjoy occasional travel.
