About Pam Howlett

Professor Howlett is a practicing in-house lawyer in St. Louis who joined Mizzou Law in 2024.  Pam practiced environmental law at two St. Louis law firms for 9 years, then transitioned to Monsanto/Bayer, where she has focused on regulatory and legal policy matters since 2012.  Pam is passionate about sharing her experiences with students on the practice of administrative and regulatory law in the life sciences context, while also focusing on practical skills that help lawyers provide exceptional service to clients, especially in the in-house counseling setting.   She teaches Agriculture Law as a one-week class in August of each year.

In addition to her work at Bayer, Pam also participates in a number of associations and life-sciences-focused groups to help raise awareness and develop practical policies to advance agriculture.  These groups include the American Seed Trade Association, the Biological Products Industry Alliance and the Farm Foundation. 

Prior to becoming a lawyer, Pam worked in operations, sales, and management for a national trucking company.
